Policies

1. Bucking Chutes Policy
During rodeos, only same-day contestants, rodeo staff, and approved volunteers may be allowed behind the bucking chutes. Any extra, unapproved persons in this area will be subject to fine(s), disqualification, and/or removal.

2. Facility Use Policy
Upon approval of the Board of Directors, the property may be leased for other events when the facility is not in use. The requestor should submit a written proposal to the Board of Directors that includes: a description of the proposed event, dates, times, admission costs, etc. Proof of insurance must be provided that names SEA and the City of Soldotna as an additional insured. A facility use fee will be established in a separate contract.

3. Online Bullying Policy
SEA is committed to fostering a respectful, inclusive, and sportsmanlike environment for all members, participants, and the broader equestrian community. Contestants and non-contestants are expected to conduct themselves in a manner that reflects positively on SEA, both in person and online. SEA maintains a zero-tolerance policy for online bullying, harassment, intimidation, or defamatory behavior, including conduct on social media, messaging platforms, or other digital forums. Any report of online bullying or harassment will be formally reviewed and investigated by the SEA Board of Directors. If an SEA contestant or non-contestant is found to have participated in online bullying or harassment, disciplinary action will be taken. Such action includes an automatic one-year suspension from all SEA sanctioned events and activities. Additionally, the contestant will forfeit any and all accumulated points toward year-end awards for the current season. SEA reserves the right to impose additional sanctions as deemed necessary to protect the integrity and well-being of the association. As an SEA member or contestant at SEA, you agree to abide by this policy and all disciplinary decisions issued by the Board.

4. Open Arena & Volunteer Policy
To be an Open Arena Volunteer, you must pick a day and time where you commit to opening the arena. You will be able to come and ride, but other members can come and ride as well, and you are responsible for making sure everyone follows the rules. To be an Open Arena Volunteer, you must be a current SEA Member, age 16 years or older, in good standing, and be approved by Board of Directors on an annual basis.

Duties: 1) open the arena for a minimum slot of 2 hours, 2) ensure that everyone on horseback is an SEA Member, 3) ensure that everyone abides by SEA's Arena Rules & Code of Ethics, 4) if you are unable to open during your slot, you must notify us ASAP.

Being an Open Arena Volunteer is a privilege. You will lose your status for any of the following reasons: 1) failure to notify of cancellations, 2) frequent no shows/cancellations, 3) leave arena ground or property damaged, 4) failure to clean up, 5) failure to lock the gate, 6) failure to put equipment away, and other actions identified by the Board of Directors.

5. Overnight Camping Policy
Camping is allowed, but only while attending longer events such as rodeos, clinics, and horse shows. Camping is not allowed inside the chain-link fence, and all campers must park outside by the cow pasture. If additional time is needed before or after an event, the user must reach out to the Board of Directors for approval and will be responsible for additional stall and/or electric fees. Users must park responsibly in order to maximize the amount of available parking spaces. No stalls are allowed in the parking lot. All trash must be hauled out or properly disposed of. Any violations of this may result in fine(s) and/or revocation of overnight camping privileges.

6. Stall Policy
Stalls are available for overnight use during events at the rate listed in the fee schedule. Stalls must be cleaned after use, or will be subject to fine(s). Users may only set up their own stalls at their trailer if they are parked in the pasture, no stalls are allowed in the gravel parking lot.

7. Statewide Event Entry Policy
Should a contestant fail to pay entry fees/fines or no-show an event they entered, that contestant will be barred from entering future events held by participating organizations. If the contestant wishes to participate at a future event held by one of the participating organizations, they must first pay all unpaid entry fees and fines to the original organization. The following organizations have agreed to partake in and enforce this policy:

Last Frontier Barrel Racers
Midnight Sun Barrel Racers
Rodeo Alaska
Soldotna Equestrian Association

8. Trail Use Policy
There are several paved and unpaved recreational trails surrounding SEA (behind SEA, K-Beach Road, Sterling Highway). These trails are maintained by the City of Soldotna and are not designed for horse traffic. Horseback riding on these trails puts SEA’s lease in jeopardy and is therefore not permitted. If someone associated with SEA or attending an event at SEA is found to be riding on these trails, the Board of Directors may issue fines and/or take additional actions.
